Effects of a Cap & Trade System in the United States
Business Development Consulting has done a thorough investigation of how Cap & Trade systems work in different countries and regions across the world and the potential implications of implementing a Cap & Trade system in the United States. Although we merely present the facts of a cap & trade system, Business Development Consulting encourages the Committee on Environment & Public Works to look at other alternatives that will help reduce the amount of CO2 emitted into the atmosphere by United States industries.
The Cap & Trade system may produce unfair global competition and the necessity for new accounting standards. The emissions restrictions will most likely lead to higher energy costs, which will lead to higher costs for the final consumer. Although this may not create a large difference among domestic competition, companies operating in countries without restrictions will gain an advantage because their energy costs will be lower than the competition, which will allow their price to the final consumer to be lower as well. In addition, a whole new set of accounting standards will need to be created so there are provisions on the classification of emission credits, valuation, expensing, and recognition of gains and losses on selling emission credits. These standards will need to be created to maintain the core principles that govern the accounting profession.
